Notify on new file in folder - Folder Actions

Hi,
I have no experience of WSH or WMI and have been looking around for what I thought would be a very simply script.
I need a dialogue to pop up when a new file is added to a folder. The dialogue should not interfere with the currently running program - maybe it could flash in the task bar?
I am used to Mac OS X's Folder Actions where I have this feature turned on for specific folder, but now I need it on two Windows XP SP2 machines.
I found this page:
http://www.microsoft.com/technet/scriptcenter/resources/qanda/oct04/hey1011.mspx
But I don't understand how to integrate the script. Do I need another program from Microsoft for instance? I want to set this up to monitor a network place folder, so I'm not sure how I change this in the code.
Finally are there any 3rd party programe which can handle the implementation side of all this, so I can simply activate/deactivate scripts or run them etc, without having to understand the whole world of WSH?
Apologies for the demanding post, and many thanks for any help,
Jay
